Bp. Williamson plans to consecrate bishop(s)?

I heard that in a recent EC, Bp. Williamson stated his intent to consecrate bishop(s). Is that true?

Well, since just about every issue of KE is right here, it shouldn't be too hard to check. See for yourself.
