Did your chapel, oratory, or parish offer a Rorate Caeli this Advent, or are they planning on doing so?  Will you be attending?

My ICKSP oratory had one this past Saturday (picture below at the link in case the picture goes away).

I'm aware of a diocesan latin mass parish having them.

People I know who went to SSPX or sede chapels never had these.

They seem to be a custom from Germany & Austria.

I wonder if the sede and SSPX chapels never had them on account of commute to the Mass center and on account of the staffing levels of clergy.  If Father So and So only flies in on a Friday night or Saturday, it'd be harder to pull off a Low Mass at 630am, plus getting the attendees to come from far away.

No, it's getting a choir/schola to come that early.  At independent chapels run by a resident priest, I have not seen them offered at all.  Since the priest lives next door, it is not a significant obstacle for him to merely say Mass earlier if he is steps away.  But attendees (as you say) may come from quite a distance if they are fervent about strict loyalty only to independent chapels, and then asking those who chant, who also may come from a distance, to come even earlier than they already do, is probably not seen as a priority.  Rorate Masses are clearly optional.

I don't know about SSPX chapels, but there's a similar sense of exclusive loyalty to them, often, so that would imply travel of the attendees and chanters, as well.

For some, yes. The sede parish I attended had priest nearby/in residence. Same with SSPX
