The point of moral theology is to articulate Catholic principles which we then apply to specific situations. The quoted passages were not saying that Catholics have to vote in the upcoming election. These were the principles by which one decides for whom to vote or whether to vote at all. This is why it was LTC's comments were so absurd.
The quotes cited are a good summary of Catholic teaching, so it is good to read them and think about them. But discussing this with LTC is a waste of time. He is clueless. He apparently discusses politics to create an occasion to get angry at people and swear at them.
