IT subcontractor in Philadelphia area

I'm the owner of a small IT consulting firm in Philadelphia. My business has grown significantly over the past 24 months. I am seeking someone with a well rounded technology background who is in the area and is interested in picking up some side work that would involve a balance of remote and onsite work dealing with technical issues in Windows based environments.

How remote? Is A+ standard minimum qualification?

I use a web based remote support system to take care of 80% of problems/issues/projects.
A+ cert may be a good qualification to have, but I'd put more weight on practical field experience.
