I thought he was just making a joke.  Why did the SSPX decide to change plans when designing the altar?  I think that's incredibly important to know.

As long as the intention is there, the money should be no obstacle. It was normal back in the day for plainer placeholder windows (which would still look intricate to us today, due to the evolution of glassmaking technology) to be gradually replaced with stained glass as funds allowed, often over many years. Likewise with stone blanks put in situ for later carving. So you might even say it's traditional  :)
