Why in the book of numbers does god only ask for one male goat fora sin offering

In the book of numbers god told Moses
On what days of the year there'll be days of religious obligation and how to carry out Each offering for instance

(but you shall offer a burnt offering to the Lord, a pleasing odor: one young bull, one ram, seven male lambs a year old; they shall be to you without blemish; - Numbers 29:8)


(and you shall offer a burnt offering, an offering by fire, a pleasing odor to the Lord, thirteen young bulls, two rams, fourteen male lambs a year old; they shall be without blemish; - Numbers 29:13)

But every time no matter the significance  whether Shabbat or the feast of booths or
The feast of trumpets he only ever requested for one male goat for a sin offering thanks in advance

Yes I know the law of Moses in no longer valid but I'm trying to understand the Jewish mindset at the time not just what they believed but how they felt etc
The Old Testament is quoted rather often
In the New Testament and when it is I would like to understand it as they did

If it is the scape goat you are talking about, then it was a prophesy for Christ, such that the jewish converts could look back and see how now Jesus is their sin offering.
"But he that doth not believe, is already judged: because he believeth not in the name of the only begotten Son of God (Jn 3:18)."
