Didn't Paul VI's dispensations of solemn vows show he's an antipope?

St. Thomas (II-II q. 88 a. 11) argues that one is not allowed to be dispensed from solemn vows, even if a great good, such as "the peace of the fatherland could be secured"! St. Robert seems to have thought such dispensations never occurred.

Paul VI issued thousands of them (e.g., the Sisters of the Immaculate Heart)! How can he possibly be pope?

Indults of secularization are not new with Paul VI. 1917 Code can. 640 governed it.
Dom Augustin, OSB, commentates:
