What does "Indulgences" do?

Above are two statements from Julio (I cut out all references to Pope Francis as being besides the point). In which he mistakenly affirms that indulgences are for the "forgiveness of sins" (???).
Here is the definition of Indulgence from the "Traditional Catholic Dictionary":
