My take on this is that it was a test case.  By changing the color and texture to see if anyone noticed.  Believe it or not USA is relatively better with ushers watching in many Novus Ordo Churches when Communion is taken.  Therefore, they would have tested it in places where the Faith is weak such as France and Germany.  This doesnt mean they changed the composition of the wafers?  I believe not, they may try down the road though.
