I always thought that was weird. I get being in shock, but Mary Jo Kopechne had a horrible death.

I am inclined to believe the scenario described at the end.  It makes sense.  He drives off with Mary Jo K (MJK) for several hours, wink wink; gets spotted by the police, speeds off, and then instructs MJK to drive the car back due to the risk of scandal.  He walks back to the hotel; but then she unaccountably loses control of the (unfamiliar) vehicle and terrain and drives it off a bridge.  He finds out the next morning, from people at the party, and panics and makes up a story.  He cannot give the real reason for political reasons (he is already married, scandal etc.).  It also explains why he got a pilot to fly over the wreckage.
