I believe preaching before the altar is fine. I remember reading from Fortescue that a bishop may preach either from the pulpit, the throne/faldstool, or standing before the altar. While a mere priest probably shouldn't ever preach while sitting unless he's old or handicapped, I see nothing wrong with preaching before the altar or outside the pulpit.

If I were a priest, I'd probably use the pulpit by default, but step down and speak level with the people if it's a Mass attended mostly by children, or if it's a Mass of such low attendance that a pulpit is unnecessary from an auditory point of view (example: weekday morning low Mass). In such a case, I'd just ask everyone present to sit in the front pews and address them more intimately.
