Can a Chromebook download photos from a phone via Bluetooth ?

That question is too vague to answer, because a "phone" is many things.

If the phone is running Android and it is relatively up to date and has Bluetooth, then you can use Nearby Share on each device to connect them with Bluetooth.

The manual method would be use to a MicroSD card to transfer files, but again, this depends on what hardware you have.

I just verified my phone has nearby share. As does the Chromebook I'm considering.

Just need to know If I can transfer a photo specifically. Not files in general. A photo.

Ok, I can do it according to this info on my phone's Nearby Sharing help page.

Open the content, like a photo or webpage.
Tap Share  And then Nearby .
You may need to tap Turn on.
Hold your phone and your friend's device close to each other.
Under "Looking for nearby devices," tap your friend's device.
After the content has been sent, tap Done.
