Actually it takes unanimous acceptance.  Turkey and Hungary are a problem with that.  Turkey knows Russia will win, so I don't think they want to get on Russia's bad side.

It would not surprise me if NATO simply changed the rules to force it through.  Laws are subject to emotions now.
