Need help identifying a flag...

A house I drive past on my way to work has a peculiar flag I cannot identify, despite looking through several flag books.  They fly it below the US and state flags, so presumably its foreign or perhaps an organizational flag, but it looks like a national flag of some sort.  It has a green top half with yellow bottom half; the one side has what looks like an Easter lily, but has several leaves on the stem, and the other side has a shield or crest in red.  Any have any ideas?
