No because he is not a material pope. He possesses an election but the heresies etc hinder him from being a pontiff.

Yes, but only in an apparent manner...

The material pope has MATERIAL temporal authority, which doesn't make it legitimate, however...

The discussion of the heretical Pope by Canonist and Theologians all concern a Pope that would fall into heresy as a "private individual", not as acting in his official capacity as Pope.
It is possible that for the good of the Church a false Pope would be supplied with jurisdiction for the acts that are necessary for the continuation of the Church, such as the appointment of bishops to residential sees, and Cardinals.
