All I had to do was to scan it for 15 seconds to see that it does the same thing as other "hate crime" legislation in the criminal justice system:  It arbitrarily establishes categories of hate, to begin with, then attributes differing significance to those categories, as if those can be quantified into "degrees" of hatred.

Preposterous.  Degrees, or comparative manifestations of hatred - let alone motivations of hatred --  are impossible to quantify objectively. Stop playing God, Congress.  You do a horrible job of it.

I think it is not a "political issue" and can be challenged in the U.S. Supreme Court for being unconstitutional and arbitrary.
